At the regular press conference of the State Intellectual Property Office in December, Bai Jianfeng, director of the Intellectual Property Development Research Center, introduced the relevant research results of the Evaluation Report on China's Intellectual Property Development in 2022.

First, remarkable achievements have been made in building a strong intellectual property country.

China's index of building a strong intellectual property country reached 116.3, an increase of 16.3 from the base period of the previous year in the first year. The six first level indicators of intellectual property system construction, protection system, market operation mechanism, public service system, human and social environment, and participation in global intellectual property governance have all increased significantly over the previous year, reflecting that the first year of the implementation of the Program for Building a Strong Intellectual Property Country, significant progress has been made in the development of intellectual property.

The high-quality creation of intellectual property has a good momentum of development. In 2021, the number of high-value invention patents per 10000 people will reach 7.5, 1.2 more than the previous year.

The role of intellectual property in promoting industrial development has become increasingly obvious. The proportion of added value of patent intensive industries in GDP has increased from 11.6% in 2018 to 11.97% in 2020. The role of patents in driving national economic growth has been further enhanced.

The proportion of added value of copyright intensive industries increased from 7.37% to 7.39% in the same period. Emerging industries represented by software and information technology services are developing well. The proportion of intellectual property trade exports has continued to grow. In 2021, China's total imports and exports of intellectual property royalties will reach 378.3 billion yuan, accounting for 20.1% of the total imports and exports, an increase of 6.6 percentage points over 2018.

Second, intellectual property rights and economic development support each other significantly.

From the perspective of provincial divisions, ten provinces and cities, including Guangdong, have a high degree of integration of intellectual property and economic development, and intellectual property plays a significant role in promoting regional economic development; In Sichuan and other six provinces and cities, intellectual property has a better leading role in regional economic development and effectively promoted the transformation and upgrading of regional traditional industries.

From the perspective of the four major economic regions, the eastern region not only has a high intellectual property development index, but also has a fast growth rate, showing better innovation vitality, protection capacity and development environment.

From the perspective of major strategic regions, the intellectual property development index of the Guangdong Hong Kong Macao Greater Bay Area, the Yangtze River Delta, and the Beijing Tianjin Hebei region is higher than that of other regions. Among them, the development index of the Guangdong Hong Kong Macao Greater Bay Area is 90.41, an increase of 2.86 over the reference score of the previous year, with the largest increase in regional intellectual property development.

The development index of the Yangtze River Delta region is 87.23, which is an important advantageous region for the development of intellectual property rights in the Yangtze River Economic Belt. The development index of the Beijing Tianjin Hebei region was 84.31, with outstanding achievements in the use efficiency of intellectual property rights.

Third, China's comprehensive competitiveness of intellectual property rights has been steadily improved.

China's international comparative index of intellectual property rights was 79.56, an increase of 0.67 over the previous year, ranking eighth among 49 sample countries, unchanged from the previous year.

The top seven countries are the United States (89.79), Japan (86.35), Switzerland (82.89), the Netherlands (82.59), South Korea (82.55), France (80.01) and Germany (79.94).

In terms of sub indexes, China's intellectual property output capacity index is 81.21, ranking fifth; The basic index of intellectual property development is 83.07, ranking 8th; The market value index is 74.40, ranking the 10th. All sub indexes have entered the top 10 in the world, reflecting the further enhancement of China's comprehensive competitiveness of intellectual property rights.
