Strengthen the national strategic scientific and technological forces: Guided by the national strategic needs, promote the layout of national strategic scientific and technological forces such as national scientific research institutions, high-level research universities, science and technology leading enterprises in the national high-tech zones.

Gathering high-end science and education resources: support the National High tech Zone to build a science and education resource cluster and create a high-quality innovation space. Encourage the park to set up a special plan for young scientific and technological talents, support the establishment of post doctoral research stations that meet the application conditions, and introduce young scientific and technological talents such as excellent doctors and post doctors at home and abroad.

Innovative talent development mechanism: encourage the National High tech Zone to explore the market evaluation talent mechanism, formulate scientific and technological innovation talent development indicators against international prevailing rules and standards, and establish a talent evaluation system guided by innovation value, ability and contribution. The local government is encouraged to open up a "green channel" for talents in the park who are "highly qualified and in short supply", and optimize the work permit and residence permit procedures for high-end foreign talents in China.
