According to the report, in 2019, the number of contracts for transferring, licensing and pricing scientific and technological achievements of 3450 public colleges and universities and scientific research institutes has increased. The number of contracts was 15035, an increase of 32.3% over the previous year, and the total contract amount was 15.24 billion yuan, a decrease of 19.1% over the previous year.

Huang canhong, deputy director of the national science and technology evaluation center, said that among them, there were 24 achievements with single scientific and technological achievements transformation contract value exceeding 100 million yuan, a decrease of 20% compared with the previous year. The number of scientific and technological achievements transformation contracts generated by the projects funded by the government was 2815, an increase of 10.9% over the previous year, and the contract amount was 4.7 billion yuan, a decrease of 18.9% over the previous year.

It should be noted that the incentive intensity for the transformation of scientific and technological achievements is also declining. In 2019, the amount of cash and equity awards received by individuals reached 5.31 billion yuan, a decrease of 23.6% compared with the previous year; the total amount of cash and equity awards received by the main contributors of R & D and transformation reached 4.76 billion yuan, a decrease of 26.2% compared with the previous year, accounting for 89.6% of the total amount of individual awards (5.31 billion yuan).

In view of the reasons for the decline of some of the transformation indicators of scientific and technological achievements in the report in 2019, after preliminary investigation, Han Jun analyzed that the output of high-value scientific and technological achievements needs a certain R & D cycle and has no continuity.

"In recent years, the high-value scientific and technological achievements accumulated before the revision of the law on promoting the transformation of scientific and technological achievements in 2015 have been gradually transformed. Due to the limited maturity of the scientific and technological achievements that have not been transformed or newly produced, colleges and universities tend to transform them by means of industry university research cooperation (technology development, technology consultation and technology service), and transform them into scientific and technological achievements by means of transfer, license and investment." The number of fruits has decreased Han Jun told the science and Technology Daily that the state requires a comprehensive clean-up and standardization of the enterprises affiliated to colleges and universities, and the implementation and transformation of large amount of scientific and technological achievements in the form of pricing investment has been affected to a certain extent.

Promote the industrialization of high value achievements

"The flow of scientific and technological achievements has been obvious." According to the report, in 2019, the contract value of scientific and technological achievements transferred by colleges and universities in the way of transfer, licensing and pricing investment is the largest, with 5.82 billion yuan, and the contract value transferred to other types of small, medium and micro enterprises is the largest, with 9.19 billion yuan. The eastern region has become the main producing and undertaking place of scientific and technological achievements.

According to the report, in 2019, the amount of technology development, consulting and service contracts of 3450 colleges and universities was 93.35 billion yuan, an increase of 22.9% over the previous year; the number of part-time achievements transformation and off post entrepreneurs in Colleges and universities was 14210, an increase of 23.4% over the previous year. The data shows that the cooperation between industry, University and Research Institute has been growing steadily.

"In the process of transformation of scientific and technological achievements, some colleges and universities combine reality to explore and form the transformation mode of achievements in line with their own characteristics. For example, we should optimize the system of achievement transformation, aim at the national strategy and market demand, and promote the industrialization of high-value achievements. " Huang canhong said that in promoting the establishment of technology transfer institutions, deepening industry university research cooperation, paying attention to the training of technology transfer professionals, and improving the assessment and evaluation system, some colleges and universities have also made typical examples.

For example, the Institute of microelectronics of the Chinese Academy of Sciences, focusing on the key links and major needs of the integrated circuit industry chain, explored the three chain integration innovation mode of "industry chain, innovation chain and financial chain", initiated the establishment of integrated circuit related industry fund with a total scale of 10.2 billion yuan with Hefei City, etc., and successfully incubated 116 enterprises, with an operating revenue of more than 9 billion yuan in 2019 By carrying out high-value patent screening, technology transfer institutions have contributed more than 160 million yuan to various industry university research cooperation projects, and promoted 250 million yuan of school enterprise strategic cooperation

New solution to the old problem of achievement transformation

"China has made positive progress in the transformation of scientific and technological achievements and the construction of the national technology transfer system, and there are still some institutional problems." Han Jun said frankly that at present, the convergence of relevant laws and policies on the transformation of scientific and technological achievements among government departments is not enough, the implementation of existing policies on the transformation of scientific and technological achievements is not in place, and the transformation mechanism of medical and health institutions, especially the affiliated medical institutions of colleges and universities, is not clear.

What can not be ignored is that the financial support system for the transformation of scientific and technological achievements needs to be improved, the base (platform) for the transformation of scientific and technological achievements needs to be laid out systematically, and the quality and transformation power of scientific and technological achievements need to be improved.

"The" four only "problems reflected by colleges and universities still exist. Some scientific research workers pay more attention to basic research than applied research, and pay more attention to papers than achievements transformation. They do not understand the market situation and enterprise needs, and the transformation power needs to be improved." Huang admits that the quality level of some scientific and technological achievements is not high, and some achievements are for completing projects, publishing papers, applying for patents and professional titles. At the same time, the main role of achievement transformation needs to be further developed.

Although the state has issued a series of relevant policies in 2020, some units reflect that the "four only" has not been established, there is no unified way to put scientific and technological achievements into the evaluation system of professional title promotion, and the lack of standardization of scientific and technological achievements evaluation still exists.

Facing the old problems in the transformation of scientific and technological achievements, the report puts forward targeted suggestions to break through the policy blocking points of the transformation of scientific and technological achievements, guide more financial resources to support the transformation of scientific and technological achievements, promote the two-way development of supply and demand, and promote the output of high-quality scientific and technological achievements.
