1、 General requirements

2、 Development goals

3、 Main tasks

（1） We will deepen reform and open up in key service industries.

1. Deepen the reform of science and technology services. Support the development of maker space and entrepreneurial base by means of free subsidies, business awards and subsidies. We will deepen the reform of the right to use, dispose of and profit from scientific and technological achievements, carry out pilot projects to give scientific research personnel the ownership or long-term use right of scientific and technological achievements, and explore the formation of market-oriented empowerment, achievement evaluation, and income distribution systems. We will support the construction of major science and technology infrastructure in Beijing, where the Ministry affiliated institutes are located, and create a smart city.

We will open up domestic Internet virtual private network services to foreign investors (the proportion of foreign shares shall not exceed 50%), and attract overseas telecom operators to provide domestic Internet virtual private network services for foreign-invested enterprises in Beijing by establishing joint ventures. 5. Promote the upgrading of business, cultural and tourism services. 25. Provide convenience for international talents to work and live. The Beijing Municipal People's Government shall, in accordance with the objectives and tasks, carefully organize and implement the measures in this work plan. "The State Council's reply on the comprehensive pilot program of Beijing's service industry's expansion and opening up" (Guo Han [2015] No. 81), "the State Council's reply on deepening reform and promoting the comprehensive pilot program of Beijing's service industry's expansion and opening" (Guo Han [2017] No. 86), "the State Council's reply on comprehensively promoting the comprehensive pilot program of Beijing's service industry's expansion and opening" (Guo Han [2015] No. 81), and "the State Council's reply on comprehensively promoting the comprehensive pilot program of Beijing ' Letter [2019] No. 16) all policies and measures shall continue to be implemented. In case of any inconsistency with the provisions of this work program, the provisions of this work program shall be followed.

The relevant departments under the State Council should, in accordance with the division of responsibilities, strengthen coordination and guidance, actively give support and form joint forces. The Ministry of Commerce and the Beijing Municipal People's government should make overall plans to promote the construction of comprehensive demonstration zones, jointly do a good job in tracking, supervision and experience summary, ensure that all tasks are implemented in place, and promote successful experience in a timely manner. The Beijing Municipal People's government should further improve the working mechanism, build a simple and efficient management system with clear rights and responsibilities, strengthen personnel training, and create a high-quality professional management team. We should firmly establish the overall national security concept, strengthen security assessment and risk prevention, and ensure the orderly progress of relevant work. If the pilot needs to temporarily adjust and implement some provisions of relevant administrative regulations, documents of the State Council and departmental rules approved by the State Council, it shall be handled in accordance with the prescribed procedures. The Beijing Municipal People's government and the Ministry of commerce should timely sort out and study the new situation and problems in the construction of the comprehensive demonstration zone, constantly adjust and optimize measures, and timely report major issues to the State Council.
