On July 7, the State Council issued the notice on doing a good job in copying and promoting the experience of the Sixth Batch of reform pilot areas in the pilot free trade zone (hereinafter referred to as the notice). According to the notice, the local governments and relevant departments of the pilot free trade zone have made great efforts to promote the practice of institutional innovation in combination with the functional orientation and characteristics of their respective pilot free trade zones, thus forming the Sixth Batch of pilot reform experience in the pilot Free Trade Zone, which will be replicated and promoted nationwide. According to the notice, there are 37 pilot reform experience replication and promotion, including 31 nationwide and 6 in specific regions.

The circular points out that the reform items to be replicated and promoted nationwide involve five areas: investment management, trade facilitation, financial opening and innovation, in-process and after event regulatory measures, and human resources. Among them, the reform items in the field of financial opening and innovation include "factoring companies access to the central bank's enterprise credit reporting system", "distributed sharing mode to realize" bank government interaction "," green debt financing tool innovation "and" intellectual property securitization ".

According to the notice, we should rely on Shanghai and Shenzhen stock exchanges to build an intellectual property securitization trading system. According to the number of intellectual property rights, the size of the company's assets, profit level, industry leading degree and other factors, the target enterprise is selected. Strictly control the quality, stability and ownership of the cash flow of the underlying assets, and try to realize the real sale of intellectual property related creditor's rights assets.
